The company is also buying the former Kuiper Dairy Farm, which consists of 65-acres of land for a different project. <p>In <a href="http://www.locatearizonahomes.com/About-Our-Towns">Goodyear</a>, both the Cancer Treatment Centers of America and West Valley Hospital have submitted plans for expansion.&nbsp; As well, construction of a new Dick&rsquo;s Sporting Goods distribution center will be nearing completion.&nbsp; Dick&rsquo;s Sporting Goods intends to start hiring new employees in late summer or early fall, and the distribution center will supply Dick&rsquo;s stores in the West. The city is also noticing decreasing retail vacancies, and an increased amount of new home permits.</p>
<p>In <a href="http://www.locatearizonahomes.com/About-Our-Towns">Buckeye</a>, the town is opening its first Park and Ride to help with the commute from Buckeye to <a href="http://www.locatearizonahomes.com/Arizona/Phoenix-Real-Estate-and-Community-Info">Phoenix</a>.&nbsp; The new Park and Ride will be opening on January 23<sup>rd</sup>, and is located on the Southwestern corner of Jackrabbit Trail and Palm Lane.&nbsp; The construction of the new fire station in Verrado community is expected to be completed in March, with a grand opening planned for April.</p>
<p>In <a href="http://www.locatearizonahomes.com/About-Our-Towns">Tolleson</a>, the city is looking to build its La Entrada development.&nbsp; La Entrada is a $9 million, 5.5 acre cultural and retail center located off of 91<sup>st</sup> Avenue and Van Buren.&nbsp;</p>
<p>For the entire West Valley, construction on the next multi-level freeway interchange will begin this year.&nbsp; The interchange will connect the I-10 directly to the Loop 303 near Cotton Lane in Goodyear.&nbsp; The Loop 303 will also be receiving improved six-lane segments between Thompson Road and Grand Avenue.&nbsp; The project is expected to be completed and open to traffic in 2014.</p>
<p>In <a href="http://www.locatearizonahomes.com/Arizona/Mesa-Real-Estate-and-Community-Info">Mesa</a>, Benedictine University, a private four-year institution, was proud to announce yesterday that it hopes to begin offering classes in downtown Mesa in the fall of 2013.&nbsp; They plan to move into the old Tri-City Service Center building, and then grow to a 1,500-student residential campus by its 10<sup>th</sup> year of operations. Establishment for a Mesa campus is pending based on secular and church approval, along with a permit from the Arizona State Board for Private Postsecondary Education.&nbsp; If approved, the move will coincide with the plans for expansion of the light rail, which is expected to begin operating mid-decade.</p>
<p>In <a href="http://www.locatearizonahomes.com/Arizona/Chandler-Real-Estate-and-Community-Info">Chandler</a>, the developer for the luxury townhomes in San Marcos will start construction on the last phase of the San Marcos Townhomes beginning next month. &nbsp;&nbsp;They will be the same as the first phases built nearly four years ago, but at a much lower price &ndash; beginning from the upper $100,000&rsquo;s as opposed to being sold in the mid $300,000&rsquo;s.&nbsp; The developer, Desert Viking, also announced plans for more shops, restaurants, and a parking garage in downtown Chandler, after construction on the townhomes are completed.</p>

They reported that the sale price for a <a href="http://www.locatearizonahomes.com/Tempe-Real-Estate">home</a> in the <a href="http://www.locatearizonahomes.com/Arizona/Phoenix-Real-Estate-and-Community-Info">Phoenix</a> and<a href="http://www.locatearizonahomes.com/Arizona/Mesa-Real-Estate-and-Community-Info"> Mesa</a> area in October 2011 was $157,675. That&rsquo;s more than five percent higher than it was in September 2011. Now the average list price for a<a href="http://www.locatearizonahomes.com/Arizona/Gilbert-Real-Estate-and-Community-Info"> home</a> in the<a href="http://www.locatearizonahomes.com/Arizona/Phoenix-Real-Estate-and-Community-Info"> valley</a> is $189,900.<br /> <br /> The number of <a href="http://www.locatearizonahomes.com/Arizona/Chandler-Real-Estate-and-Community-Info">homes</a> on the market now has also dropped. The number of active listings is basically down 48% since October of 2010. That says a lot about our economy and the housing market is showing signs of recovery.</p>

These qualifications limit the owner&rsquo;s protection from being  pursued by their<a href="http://www.makinghomesaffordable.gov"> lenders</a> for outstanding balances on their loans in  excess of the money earned from the sale of their collateral.</p>
<p><br /> While  the first two qualifications are clear-cut, there have been several  court cases to define what &ldquo;utilized as a dwelling&rdquo; means.&nbsp; According to  a 1986 court case, the meaning was expanded to include owners of  tenant-occupied <a href="http://www.locatearizonahomes.com/For-Landlords">rental properties</a> as long as their properties meet the  first two qualifications.&nbsp; What some small <a href="http://www.locatearizonahomes.com/Investors">investor&rsquo;s</a> don&rsquo;t realize is that if their home is vacant for a period of time,  they can be pursued for a deficiency judgment.&nbsp; If you are an <a href="http://www.locatearizonahomes.com/Investors">investor</a> of a vacant property and are concerned about the possibility of a deficiency judgment, please contact your attorney.</p>
<p><br /> Conversely, even though <a href="http://www.locatearizonahomes.com/Chandler-Real-Estate">Arizona</a> is an <a href="http://www.az-short-sales.com/">anti-deficiency</a> state, the lender can still make a condition of  the <a href="http://www.az-short-sales.com/">short sale</a> approval letter that the owner is to sign a promissory  note for help cover the difference.&nbsp; However, the approval letter from  the lender can have verbiage that the lender agrees to not pursue the  homeowner for the difference. &nbsp;This is an extra measure of protection  for the homeowner who can already be in a financial hardship.&nbsp;</p>
<p><br /> Regardless of the anti-deficiency statues for Arizona, <a href="http://www.locatearizonahomes.com/Seller-Short-Sale-Information">short sale</a>s are less detrimental than foreclosures to the owner. <a href="http://www.az-short-sales.com/">Short sales</a> have a lower impact on credit scores, time to qualify for future home loans, credit history, and more.&nbsp; Short sales  are typically reported to the credit bureaus as "Paid in Full for less  than the Amount Owed" so there is no risk to current or future  employment or security clearance. &nbsp;There are also multiple <a href="http://www.locatearizonahomes.com/Blog/Why-Short-Sales-Are-Better-Then-Foreclosures">government and lender programs</a> that are looking to help the homeowner through the short sale process by offering relocation incentives.&nbsp;</p>

<p><a href="https://www.chase.com/chf/mortgage/hrm_otheralt" target="_blank">Chase Bank</a> offers up to $30,000 to short sale your home.&nbsp; <a href="http://homeloanhelp.bankofamerica.com/en/short-sale.html" target="_blank">Bank of America</a> also offers up to $20,000. &nbsp;The Debt Relief Act of 2007 can exempt debt forgiveness. Again there are so many programs and information for you to take advantage of.&nbsp; I know at least one of these will work for you.</p>
<p>Time is of the essence. All of these programs will end on December 31, 2012.&nbsp; Take advantage of these now while they are being offered as it takes at least 4-6 months to complete.</p>

<p>HARP  2.0, as the media has started to refer to it, has some merit, but it&rsquo;s  scope is very limited and it will have little or no impact on  foreclosures or the estimated 6.4 million homeowners nationwide who are  behind on their mortgage payments. The new HARP just expands the net of  those who were eligible for help under the original version.</p>
<p>HARP  was created in 2009 to help borrowers whose loans were backed by Fannie  Mae, Freddie Mac or the FHA, but did not have enough equity or negative  equity to <a href="http://www.locatearizonahomes.com/Buyer-Resources/Loan-Analysis" target="_blank">refinance</a>. Under the original version of HARP, borrowers who  were current on their payments and owed up to 125 percent of the current  value of their homes could refinance their mortgage.</p>
<p>The  original HARP fell short of expectations. Over the past two and a half  years, only 838,000 homeowners have benefited from the program. The new  HARP has broadened the base with looser eligibility requirements.</p>
<p>Borrowers  with FHA, Fannie Mae or Freddie Mac mortgages that were sold to Fannie  or Freddie before May 31, 2009, will be able to refinance, no matter  how far underwater they are. Banks will only have to verify that  borrowers have made their last six payments, that they&rsquo;ve haven&rsquo;t missed  more than one payment over the past year, and that they have a job or  another source of regular income.</p>
<p>Other key changes:</p>
<ul>
<li>Appraisals  are no longer required if there is a reliable automated valuation model  (AVM)&ndash;a significant hurdle in the previous plan.</li>
<li>Risk-based fees have been eliminated for borrowers who refinance to 15-year mortgages.</li>
<li>Existing mortgage insurance coverage can be transferred much easier than under the original HARP.</li>
</ul>
<p>While  the new HARP won&rsquo;t help homeowners who are <a href="http://www.az-short-sales.com/" target="_blank">behind on their payments</a> and  <a href="http://www.locatearizonahomes.com/Seller-Short-Sale-Information" target="_blank">at risk for foreclosure</a>, it is a welcome relief for homeowners who have  been caught in the Catch-22 of not being able to refinance because they  owe more on their mortgage than their home is worth, and at the same  time, don&rsquo;t qualify for a short sale or a loan mod because they are  current on their payments and still have&nbsp; income and assets.</p>
<p>More  money into the pockets of this segment will mean more dollars back into  the economy, potentially heading off strategic defaults and keeping and  stemming the tide of homes entering the foreclosure pipeline.&nbsp;</p>
